Toast of the Town! WPCNR WHITE PLAINS VOICE. By New York State Assemblyperson Naomi Matusow. October 20, 2002: More than 500,000 New York children, formerly uninsured, now have health coverage thanks to Child Health Plus. I am proud of what Child Health Plus has already accomplished, and its full potential is yet to be reached. Now, however, this progress is threatened. If Congress does not act soon, 900,000 children across the country will be at risk of losing their health coverage.

Child Health Plus is part of the State Children's Health Insurance Program (SCHIP). Since SCHIP was enacted five years ago, every state in the nation has taken advantage of the opportunity it provided to expand health coverage for children. The program helps children who live in families with workers that earn too much to qualify for Medicaid but not enough to afford private health insurance. Each year, nearly one million more children gain coverage through state SCHIP programs like Child Health Plus.

Despite the progress we have made in New York, there is still more to be done. With time, and with adequate funding assistance from the federal government, we could enroll nearly 200,000 more eligible uninsured, low-income children in Child Health Plus.

But the federal funds we need to do this, and even the funds we need to continue our present program, are in jeopardy. Unless Congress acts soon, New York, like every other state, stands to lose critical federal dollars for SCHIP. According to a report released last month by the national group Families USA, New York will lose over one billion dollars in SCHIP funds between 2002 and 2004.

Several proposals are being considered to stop the hemorrhage of federal dollars from SCHIP programs. It is critical to New York and to every state in the nation that we not undo the progress made to ensure that all children receive health care.

Our Congressional delegation must make the "SCHIP fix" a top priority.
