I think neighborhood heads should get together with residents to get ideas to put in their newsletters to help each other, For instance, if your neighborhood has a blackout, but your house does not, there are things you can do to help neighbors, like charge cell phones and store the more expensive food items that might spoil if your fridge has room. You might even toss an extension cord out your window for them.
I think people just don't think, or they would help their neighbors and the subject just needs to be broached. People also don't realize that if they have generators they really should be trying to help neighbors because those neighbors, aside from having to deal with a blackout have to listen to a loud generator while trying to sleep. I don't think the generator-blessed people would be so exclusionary in their electricity if they thought about it.
