Would Mr. DelVecchio care to expound on his most recent statement? Were there instances of financial improprieties in White Plains prior to his administration whereas he felt the need to add a budget department to the city payroll? Can he provide us with an instance in the United States where the budget department exposed fraud that occurred within a local governing authority? A better explanation is required than the banal "checks and balances".
