When I took office in 1976 we had a Finance Department with NO Budget Department. A short time later, I created a Budget Department because:
In municipal government the Budget Department acts as a checks-and- balances for the Finance Department. Therefore, when you merge the Budget and Finance departments, you LOSE the checks-and-balances security and safety of the taxpayer's dollars. The merge will invite mischief. When mischief occurs with taxpayer's money, it will eventually lead to prosecution, conviction, and jail. Do NOT merge the Budget and Finance departments. It's a BAD move.
