WPCNR MR. & MRS. & MS. WHITE PLAINS VOICE. May 11, 2006: A citizen observer familiar with the development of the city budget makes some observations on the city and school budgets:

We're finally starting to recognize that the biggest problem facing both the School district and the City is the growing cost of labor, well beyond the growth of inflation and the growth in labor costs in the private sector. Oh yes, assessibles is a big problem as is the gigantic increases in pension costs, thanks to giveaways at the state level, and let's not forget the generous retiree benefit costs that will pop your eyes out when the new government accounting regulations requiring disclosure of these liabilities are put into effect. Compensation costs comprise about 75% of total costs. So what can be done about the labor situation?

Well, we can wait until the Board of Ed gets the courage to negotiate realistic labor contracts or we can vote the school budget down on May 16th and force changes. I'm concerned with both options. How will the Board get the will to make tough changes when there is no history of it. On the other hand, forcing a contingency budget, although in line with inflation,  imposes cuts that would not be needed if the school board reduced contract increases to inflationary levels. I would hate to see draconian measures taken that would negatively impact teachers, administrators and students but no one is addressing the problem.

I am leaning toward voting against the school budget on May 16th to force the Board into action. I don't see any political will to make tough choices. What's your opinion?
