WPCNR MR. & MRS. & MS. WHITE PLAINS VOICE. May 9, 2006: The correspondent White Plains Citizen fires a series of questions for the administration:
Questions for the administration:
How were you able to get the office vacancy rate in White Plains so far down from the embarrassing 32.7 percent (among highest in the country) as of May, 1994?
How do the de facto commercial equalization rates applied by the previous assessor’s offices affect the current City and School district finances?

a
What do you feel would be the service cuts most in favor by the citizens should expenditures need to be trimmed…..shorter library hours, less police patrols, less recreational programs?
How will the future spiraling pension and health care costs of retired City employees affect those city budgets? How can the City acquire the revenues needed to fund those liabilities short of raising property taxes?
Without the robust growth from sales taxes and PILOTS (until they will reach the assessment rolls anyway), how much would the City have had to dip into the fund balance each year as a one-time shot to balance the budget?
How much in fees from bonding fees and administrative costs does the Westchester County IDA receive each year from new development because White Plains does not have an IDA? Maybe that would be better asked of Bill Ryan.
I have others but in the interest of brevity…
