From the top of my head and in random order as I write, here are some questions:
Why didn't the city ask for infrastructure improvements in exchange for the massive zoning changes granted developers as all previous administrations did? The increased density gave developers additional profits and the taxpayers got nothing except increased taxes to provide the services for the people occupying the additional space. For a few extra floors in the Gateway building Pappas, the Developer, gave the city the train station parking garage, the county bus depot, the clock tower, and the taxi "kiss and ride." The city saved millions of dollars on that deal.
