If you wanted the best price wouldn´t you insure that you notified the largest pool of prospective bidders? Ads in the Real estate section, signs on the lots, mailings to interested parties, flyers. Some of the Railside lots only had two bidders. Doesn´t that seem ridiculously low for a city that is the Jewel of Westchester?
The sale may have been technically legal, but I say that the City has failed its fiscal responsibility. The council has an obligation to not just follow section 105 of the Charter, but to insure that the residents of this city obtain the maximum value for the sale of their assets.
