The homeless problem in White Plains is not a new one. It has existed all the time that Mayor Delfino was county legislator, councilman and mayor for almost 25 years. His vast experience and familiarity with the problem, especially as county legislator, will enable him to find a renaissance solution and show Mr. Ryan how it's done. He could have solved the problem when he was a county legislator but they wouldn't listen to him. Now that the problem is in White Plains, he will have more control. Go Joe. You have my vote.
