Usually when law enforcement sets up traps to snare drunk drivers, they don’t set them up on Thursdays at 7:30 pm. It is just not feasible due to the high traffic volume still present. If you think the WPPD has turned a blind eye to DWI enforcement within city limits, just remember the situation with the Director of Parking.
Secondly, at the intersection in question there are large signs telling pedestrians not to cross there, and to walk up the street to the stoplight and use the crosswalk. While I understand it can be inconvenient to do that, if you are not quick of foot you definitely should not even attempt to cross there. It requires your total attention and quick reflexes if you wish to cross safely. For those reasons there is no crosswalk painted on the street at that intersection.
Your reader brought up some valid points, but he’d be first in line to complain about getting ticketed by the City for crossing that intersection on foot.
