WPCNR MR. & MS. & MRS. WHITE PLAINS VOICE. August 2, 2005: The former Mayor of White Plains, Alfred Del Vecchio makes this observation on the "plastic-under-six stories" compromise the Council expects to pass this afternoon at 5:15 P.M.:

The logic of the common council of the city of White Plains continues to amaze me. Cappelli says that he considers plastic pipe unsuitable for his high rise luxury condos and he would not use it; and yet, the common council passes an ordinance allowing him to use plastic for the first six floors of his high rise buildings!
Why? Mayor Delfino says that the ordinance was passed to help the one family homeowners. Well, then why wasn't the ordinance written to allow plastic pipe for ONLY single family homeowners? Will Cappelli and others use plastic pipe for the first six floors?
And shouldn't the city provide safety equipment to protect firefighters who must enter a burning building containing plastic, from the toxic fumes? Shouldn't developers, and not taxpayers pay part of the cost and maintenance of this equipment? Can the common council tell us what the anticipated tax increase will be for next year and how they hope to balance the budget? Has anyone noticed that the noses of the mayor and council keeps getting longer and longer? God save White Plains, I pray.
