JULY 14, 2005: With the introduction of a sharply increased scale of buyout payments future condominium developers in White Plains would have to pay (as high as $155,000 per unit), the question of whether developers should be extorted by the city in order to build on their own property, and their plans be held hostage by the city approval process, has to be asked.
