WPCNR MR. & MRS. & MS. WHITE PLAINS VOICE. July 13, 2005: A reader comments on the sorry litter issue on the Winbrook playground:
 
Mr. Bailey,
 
The conclusion to be drawn from the photo of litter on the ground but empty trash bins is that the trash on the playground was never placed into the receptacles.  Some residents are disrespectful of the other tenants, as well as of themselves, and therefore pig up the playground.
 
The CitizeNetReporter Replies: Park users "miss the baskets" in every park in town or the country for that matter. The photograph was not a comment on personal litter habits. The point here is that the Winbrook Playground was not spruced up by the Housing Authority which is responsible for the grounds, and reportedly has a maintenance person assigned on the weekends.  The litter, according to observers was still there Tuesday. City of White Plains parks outside of Winbrook do not allow litter conditions to exist for several days. The residents deserve better. In addition what is not shown in the photograph was a series of garbage bags and television sets dumped by a fence. Theoretically those should be placed in garbage collection areas in the buildings where they are thrown out.
