Another concern: the station at Orchard Street - isn't that in the NYC watershed and shouldn't the NYC DEP be present or informed of anything going on there? Also, where's the notice to the County Dept of Environmental Planning and the Water and Soil Conservation Board? If this has not been done, WHO'S ASLEEP AT THE WHEEL?
