February 3, 2005: Groundhog Day in White Plains was a gut check for the city, when the Annual Budget Committee was confronted with troubling concerns about the continuing lowering of assessed values of commercial property in the city, as voiced by the Superintendent of Schools and Assistant Superintendent for Business, Terrance Schruers Wednesday evening. Both raised the possibility that in two years the district would possibly be bonding to repay giant certiorari settlements of which they have been made aware that they can expect. Certioraris are settlements based on reassessments of commercial properties.
In the late 1990s, the City of White Plains allotted approximately $2 Million in sales tax receipts to the School District during a particular tough budget year. The question of allotting city sales tax receipts to the school district on a regular, permanent basis was raised, to relieve the burden falling on the homeowner whose taxes are raised to make up the difference when certiorari settlements are made.
