WPCNR SOUTHENDER. From Council of Neighborhood Associations. August 19, 2004: The CNA announces that Councilman Larry Delgado will be their guest at their September 14 meeting at Education House, 5 Homeside Lane. Mr. Delgado, recently sworn in to the Common Council as a result of a succesful quo warranto action on his behalf by the Attorney General of the State of New York will be speaking on "White Plains Now and In the Future."
